Statewide land-title recording and enterprise content management for every Hawaii county
The problem
Hawaii is one of the few states with a single, centralized land-recording office for the entire state. The Bureau of Conveyances' paper-bound processes were a bottleneck for every property transaction in Hawaii.
What I did
We modernized the statewide land-title and recording platform: legal records, indexing, retrieval, eFiling, and the interagency workflows that support property transactions across all counties. It anchored a broader enterprise content and records management practice that also served health, licensing, permitting, judiciary, and regulatory organizations.
Impact
Statewide property transactions moved onto a digital platform with reliable indexing and retrieval, and the records-management patterns we built were reused across dozens of other agency services.
