The payment platform behind $2B a year in Hawaii state and county transactions
The problem
Every online government service ultimately needs to take money, and in 2003 each Hawaii agency was solving payments on its own: inconsistently, expensively, and out of compliance.
What I did
I originally designed and delivered the centralized payment processing platform as Director of Software Development, handling invoices, credit cards, and eChecks across government services, and then operated and scaled it through the Portal Operations and President roles, operating under NACHA rules with PCI-DSS and SOC 2 compliance.
Impact
At peak the engine processed as much as $2B per year in Hawaii state and county payments, with zero breaches across the tenure. It became the financial backbone for 120+ online services and the template NIC used in conversations with other states.
